For	Time stamp Project Port
Purpose	To change the default local time stamp to a UTC time base for all unsolicited messages coming to a port. that have the time stamp embedded. This applies to the following communications devices.
		Modbus TCP/IP
		S90 Triplex
Value	Y	UTC time base is used.
	N	Local time stamp is used.
Default Value	N
