2004年2月5日，秦皇岛------通用电气（GE）能源集团今天与哈尔滨动力设备股份公司签署协议成立服务性合资企业 ------通用电气---哈动力能源服务（秦皇岛）有限公司，这是国内首家为燃气轮机发电设备提供本土化服务的合资企业。
在新的合资企业中，GE公司拥有51%的股份，哈尔滨动力设备股份公司拥有49%的股份。合资厂将为GE 9FA重型燃气轮机提供维修和现场服务。2003年，GE同合作伙伴哈尔滨动力设备股份有限公司组成的联合体共同赢得了标书，为中国的燃气轮机电站项目提供13台GE 9FA型燃气轮机联合循环发电系统，合同总金额约9亿美元。
总投资1600万美元通用电气--哈动力能源服务（秦皇岛）有限公司将坐落于秦皇岛开发区。哈动力在开发区拥有一座厂房。通过与GE的技术转让协议，哈动力将在这里组装生产9FA型燃气轮机。
