"Competition is the only answer"

Former Secretary of the Navy John Lehman says lack of competition on the Joint Strike Fighter risks a repeat of the F-14 and F-15 engine programs disasters.

[against competition, but they do it, so orthodoxy in the ]

[Pentagon is no competition. ]

[We bureaucrats know best. ]

[We'll get the cost down, which of course is a pipe dream. ]

[[Lehman says history shows competition saves money.]]

[[And saves lives.]]

[Talk to anybody that]

[lived through the F-100]

[disasters with the F-15s and F-16s.]

[That was the sole-source engine.]

[It had stall stagnation problems, ]

[it resulted in explosions, it resulted in ]

[lost aircraft, and killed pilots and people on the ground. ]

[The F-14, 30 percent of the accidents ]

[came from this lousy engine]

[that was the sole-source engine. ]

[It wasn't until the GE competitive engine]

[came in and was put into the F-14D]

[that the accidents from engine failure]

[ceased, stopped--]

[many lives saved. ]

[[Lehman says a JSF competition is a chance for the Pentagon to get it right.]]

[Competition works, and that's why ]

[this engine competition is so critical,]

[because it will show the way]

[to reverse what's happening across the board]

[in procurement because this is going to bring about]

[cost reductions and reliability ]

[improvements that will save lives the ]

[first year that it's in full production. ]

[There's no doubt in my mind. ]
